How do you reply to tweets? Like retweet it with a reply?

I just started "tweeting" on twitter and I’m not really sure. Like when I retweet something a friend posted I can’t say anything back to it. Do you have to be tagged in a tweet to reply and RT it? I’m sooo confused by all this.

here’s an example:

RT @ShawtyLetGo @justinbieber can the UK help raise money for Pencils Of Promise ? = Of course…anyone could help. It’s an amazing charity
Yeah that didn’t do what I wanted it to do..

At the bottom of that tweet, in the right hand corner, if you hover your mouse over, it will come up with "reply" – click it, the name will appear in the text box up the top.

THen you type your text, keeping to the 140 character limit, and post.
