How do you tweet someone on twitter?

I have been trying to tweet someone on twitter, but they never reply. I think I might be doing it wrong somehow. Can someone please tell me how to tweet? Thanks.
If you are mutual followers, you can send them a direct message. Otherwise you need to send them an (@-reply), as other people are saying, you need to write @ and their username at the beginning of the tweet. If you have a private twitter account they can’t see it unless they’re following you… and if they’re not following you it’s always less likely that they’ll see an @-reply for a while because they have to consciously check their @-replies, unless they have an outside program that has them show up in the same place as their feed.

You have to go to their channel and click on reply at the end of one of their tweets, or you can click on the thing that has a pointing down arrow, on their page and click on "mention ….."
