When you ask a question on twitter like to a celebrity do they have to be following you to see it?

I really dont understand how twitter works..ive gone to some celebs twitters and they rt some tweets how does that work? how do they see their post
no they don’t. You just have mention them in your tweet. like for instance haley williams you would have to put: @yelyahwilliams and then whatever you would like to say to her.
also just know that a lot of the time they won’t reply or retweet.
